The Jedi are hearing the this shutdown will have long lasting affects on Las Vegas. A casino is like a Queen Mary. If you don't have enough passengers, you cannot afford to float it. Casinos operating at 25% capacity are a sinking ship. The big boys will not reopen their casinos until it is economically viable.
Translation: Major white-collar lay-offs in Las Vegas. This will result in a diminished economy because Vegas won't have locals with money. You'll only have maids and servants. Those workers aren't enough to keep the fancy nail salons & high end sushi restaurants in business.
Further, we heard that Steve Sisolak is in a panic. This started out as a political move but it has gotten so far out of hand he does not know what to do. Can't blame him. About 1/2 the casinos and 80% of small businesses in Las Vegas will go under unless there is an immediate influx of cash. A 60 day total shutdown was too much.
